The Ideal Empathy Surplus Congress
The ideal Empathy Surplus Congress is at least two caring citizens committed to exercising the Four Empathic Activities via Zoom. Congresses of under six are called satellites and receive assistance from an established congress. When the congress reaches six members it can apply for a charter. And when a congress reaches an average attendance of 10, it begins discussing how to divide into two separate congresses, because it’s hard to have an hour conversation with a dozen people. And when it reaches 12 members, it divides into two groups. Chartered congresses have a representative on the ESPF governing board and guide its work. Here’s a link to the model bylaws. Empathy Surplus Congresses are ideal for ethical businessmen and women, or civil society organization members like Rotary for Peace, or effective government task force participants to participate in collective, caring thought leadership training as an organization.
The Ideal Empathy Surplus Congress Member
The ideal ESC member is a caring citizen, a social entrepreneur, owns a computer, uses the internet, and is intentional about collaboration and collective thought leadership. They especially want to become effective communicators in their centers of influence to REFRAME our world to a caring society creating a caring, circular economy. They also reference our framing guide frequently. Current ESC members are business owners, clergy, farmers, financial advisors, HR directors, nurses, elected officials, and future candidates.
Their commitment to the Four Empathic Activities means they are ideally reading Dr. Lakoff’s work each week and writing 330 words – INWARD DIGESTION. Their INVESTMENT of an hour each week at recorded ESC hearings uploaded to YouTube gives them the opportunity to offer their 3-minute testimony. Testimonies may be offered off the cuff. During the ESC hearings members describe how they IMPLEMENTED congressional policy directions and or INVITED others to participate. IMPLEMENTATION and INVITATION are ideally offered via our blog, social media posts, or via email list serves.

Frame the Nurturant God. Human rights articles 1 and 30 say that freedom to promote a barbarous religion is NOT a human right.
People of nurturant Gods are ecumenical.

Candidates for membership in an Empathy Surplus Congress are encouraged to join an existing congress. However, if there is no congress that convenes at a convenient time, candidates are encouraged to consider convening a satellite congress with the help of an existing congressional member. You would petition an existing congress to convene a satellite at a different time and/or day and the members of that congress would negotiate a time and day convenient for you and the congressional member that would lead your congress until it had the minimum number of six members to charter.

The basic idea is this: Dr. Lakoff's resources are free and open to all. He will provide framing suggestions regularly over social media, and whoever receives them can decide how to use them, and whether to share them or retweet them. Dr. Lakoff's process is bottom-up.
Dr. Lakoff also offers this framing service to activist organizations, media folks, and elected officials and their staff.
